line-height: 1.75em; margin-bottom: 15px;\">“以前乡镇党建工作基本上就是靠一个组织委员和一名组织专干撑着，上面千条线、下面一根针，常常顾此失彼。”回忆起改革前的工作状态，乡镇工作人员深有感触。彼时，万荣县多数乡镇存在组织委员“单打独斗”的困境，党务工作力量分散、专业性不足，成为制约基层党建提质增效的“瓶颈”。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">破局的关键，始于力量配备的系统性重构。万荣县落实乡镇党建办“1+3+3+N”组织架构：即1名主任由乡镇党委专职副书记兼任，3名副主任分别由组织委员（常务副主任）、党群服务中心主任和经验丰富的优秀党员担任，再配备3名专职工作人员和若干兼职工作人员。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">“人选关是重中之重。”万荣县委组织部相关负责人说，万荣县严格执行“三坚持三不能一必须”原则：政治标准优先、老中青梯次搭配、专职人员优中选优；核心岗位不替代、专职人员不兼职、兼职不选临聘或非党员；专职副主任必选配年轻有为、有潜质、熟悉党建工作的公务员。通过县乡两级组织部门逐乡逐人审核，14个乡镇98名专职人员和50余名兼职人员全部按照标准配齐，其中35岁以下专职副主任占比达83%。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">能力提升同样关键。去年以来，县乡两级分层分类开展全覆盖培训，14个乡镇的100余名党建办工作人员全部轮训两遍以上。汉薛镇还建立了“新老结对”机制，由党建办主任、副主任每人帮带1—2名专职人员，通过在产业一线、田间地头讲党课的方式对新入职人员开展岗前测试培养，合格后方能上岗。</p><p style=\"text-align: justify; line-height: 1.75em; margin-bottom: 15px;\">“现在党建办有了独立办公室，电脑、打印机等办公设施一应俱全，在这样的环境工作，心情好，办事效率也更高。”“集中办公后，我们讨论工作更方便，资料共享也更高效。”“改革后有效解决了人力、财力、物力不足等问题，我们干事更有劲头！”谈起改革后的乡镇党建办，万泉乡党建办工作人员深有感触。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">在乡镇党建办改革中，万荣县强化乡镇党建办工作经费、办公场所、人员力量等方面的保障措施，确保有人干事、有钱办事，让基层党务工作者“无后顾之忧”。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">硬件保障全面升级。全县14个乡镇党建办均配备独立办公场所，人均面积不少于5平方米，统一悬挂标识牌和人员架构图。经费保障实打实。县乡财政每年为每个乡镇党建办安排专项经费，重点保障日常运转。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">正向激励点燃热情。万荣县明确，对工作实绩突出、符合条件的乡镇党建办工作人员，纳入干部后备力量库重点关注培训，优先推荐作为“优秀共产党员”“优秀党务工作者”、劳动模范候选人，以关怀激励“硬举措”推动履职尽责、担当作为。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">“今年以来，通过党建办指导帮助党员干部化解越级信访难点积案1个；解决香菇基地道路、排水、老旧遮阳网、塑料布换新问题；街道占道经营问题；西杜村排水末端修复等问题8个，共为群众办实事79件。”皇甫乡组织委员、党建办常务副主任杜丽婕表示，通过乡镇党建办，极大地提升了基层治理水平和为群众办实事的能力。</p><p style=\"text-align:justify;text-indent: 2em; line-height: 1.75em; margin-bottom: 15px;\">通过“4个规范”，不仅进一步筑牢了基层治理“桥头堡”，打通了治理“中梗阻”，激活了治理“动力源”，同时使乡镇党建办从“边缘机构”蜕变为“核心枢纽”，为全市创建新时代党建引领基层治理示范区注入坚实支撑，为全省基层治理现代化提供了可借鉴、可复制的“万荣经验”。</p>",
